Dozens killed as police use excessive force against peaceful protesters in Ethiopia ( AMNESTY INTERNATIONAL)

At least 97 people were killed and hundreds more injured when Ethiopian security forces fired live bullets at peaceful protesters across Oromia region over the weekend, according to credible sources who spoke to Amnesty International. Thousands of protesters turned out in Oromia and Amhara calling for political reform, justice and the rule of law. The worst bloodshed - which may amount to extrajudicial killings - took place in the northern city of Bahir Dar where at least 30 people were killed in one day. “The security forces’ response was heavy-handed, but unsurprising. Ethiopian forces have systematically used excessive force in their mistaken attempts to silence dissenting voices,” said Michelle Kagari, Amnesty International’s Deputy Regional Director for East Africa, the Horn and the Great Lakes. “These crimes must be promptly, impartially and effectively investigated and all those suspected of criminal responsibility must be brought to justice in fair trials before ordinary civilian courts without recourse to death penalty.” Information obtained by Amnesty International shows that police fired live bullets at protesters in Bahir Dar on August 7, killing at least 30. Live fire was also used in Gondar on August 6, claiming at least seven lives. No deaths were reported from the Addis Ababa protests, but photos and videos seen by Amnesty International show police beating protesters with batons at Meskel Square, the capital’s main public space. In Oromia and Amhara, hundreds were arrested and are being held at unofficial detention centers, including police and military training bases. “We are extremely concerned that the use of unofficial detention facilities may expose victims to further human rights violations including torture and other forms of ill-treatment,” said Kagari. “All those arrested during the protests must be immediately and unconditionally released as they are unjustly being held for exercising their right to freedom of opinion.” Background The protests in Oromia are a continuation of peaceful demonstrations that began in November 2015 against a government masterplan to integrate parts of Oromia into the capital Addis Ababa. Deaths were reported in multiple towns in the region, including Ambo, Adama, Asassa, Aweday, Gimbi, Haromaya, Neqemte, Robe and Shashemene. The protests in Amhara began on July 12 when security forces attempted to arrest Colonel Demeka Zewdu, one of the leaders of the Wolqait Identity and Self-Determination Committee, for alleged terrorism offences. Wolqait is an administrative district in Tigray Region that was part of Amhara Region before the ruling Ethiopian People’s Revolutionary Democratic Front (EPRDF) came to power 1991. በሰላማዊ መንገድ የተቃውሞ ሰልፍ ባካሄዱ የኦሮሞ ዜጎች ላይ በተደጋጋሚ እየተፈጸመ ያለው አረመኔያዊ ግድያ የኢትዮጵያን የፖለቲካና የደህንነት ቀውስ በእጅጉ ያባብሳል።

(BBC) The Real Reasons behind Ethnic Protests in Ethiopia

Sunday's protest in Ethiopia involving thousands of people in Gondar, a city in Amhara region, is a rare example of an anti-government demonstration in the country. It was organised on social media but no group has taken responsibility for it. The demonstration comes two weeks after another protests in the city in which 15 people died, including members of the security forces and civilians. What's behind the protests? At the root of the recent demonstrations is a request by representatives from the Welkait community - known as the Welkait Amhara Identity Committee - that their land, which is currently administered by the Tigray regional state, be moved into neighbouring Amhara region. The Welkait committee says community members identify themselves as ethnic Amharas and say they no longer want to be ruled by Tigrayans. Demonstrations began a fortnight ago but leaders of the Welkait community have been asking for the move for a year. Amharas used to form the country's elite and the language remains the most widely spoken in the country. Is that the only issue? Observers say that Ethiopia's governing coalition is dominated by the party from the small Tigray region (TPLF), and some see the protests as a way of criticising the country's government. When Sunday's demonstration was organised on social media, no mention was made of other issues, but during the protest banners could be seen expressing solidarity with people from the Oromia region. Since November last year, the government has been dealing with a wave of protests in Oromia as people complain about alleged marginalisation. Those demonstrations began over a plan to expand the federal capital, Addis Ababa, into Oromia. That plan has been dropped, but the issue highlighted grievances with the government which have not gone away. The Oromos are Ethiopia's most populous ethnic group. People on Sunday were also calling for the release of a group of 18 Muslims who were imprisoned last year under controversial anti-terror legislation. ODF Statement on continued people’s struggle in Ethiopia

Reiterating our unwavering support for non-violent resistance by the Oromo people and others in Ethiopia for human rights, freedom, and democracy we want to make one thing abundantly clear: No amount of violent suppression by the TPLF junta can longer hold the peoples of Ethiopia into submissions. Now the people of Gondar are joining their Oromo brothers and sisters, determined to end the TPLF junta’s marginalization, rises in their millions demanding legitimate rights, there can be no force that can derail it from its course towards certain victory. The freedom bell that began ringing across Oromia in the last eight months is finally reaching the people of Gondar and we are delighted to welcome our Gondar brothers and sisters to the just struggle for ending the TPLF brutality against the peoples of Ethiopia. The status quo of the last 25 years is shattered and no longer tenable. All attempts by the ruling party to gain control of the volatile situation through single use of security and military means has come to no avail. As we welcome the people of Gondar to this fight, we call up on other Ethiopian regions to join-in to expedite the down fall of TPLF junta and free the peoples of Ethiopia. We are also sounding the alarm that if the current situation prolonged and the 25 plus years of TPLF having effectively marginalized Ethiopian communities and destroyed political opponents; imposed the political and economic dominance for their own, and illegal appropriation of land and wealth; having institutionalized corruption and damaged the legitimacy of state organs; Ethiopia risks sliding toward chaos with simmering societal discontents that will results in situations similar to Somalia and that of other failed state with possibilities of civil wars breaking out in our country that will further destabilize the entire region. Hence, averting further national tragedy is incumbent on all stakeholders and the ODF Executive Committee, therefore, makes a pronged call to all Ethiopian political and civic organizations inside and outside of the country to unite and expedite the non-violence resistance in all corners of our country. Second, we reiterate our brotherly stand and unwavering support to the people of Gondar and we call on the movements leaders to coordinate our efforts to free the country from tyranny. Third, we call on the international community to stop financing the TPLF junta with military and security aids; the status quo of the last 25 years in which this junta single-handedly dictated the country’s future is unsustainable and we ask for your intervention and help convene an all-inclusive conference to prevent further bloodshed and the destabilization of the entire Horn of Africa region. Press Release: The Founding of Peoples’ Alliance for Freedom and Democracy (PAFD)

Delegates of Benishangul People’s Liberation Movement (BPLM), Gambella People’s Liberation Movement (GPLM), Ogaden National Liberation Front (ONLF), Oromo Liberation Front (OLF) and Sidama National Liberation Front (SNLF) met in Oslo, Norway from 22 October to 23 October 2015 to lay the foundation of political alliance between the peoples in Ethiopia and have formed the Peoples Alliance for Freedom and Democracy (PAFD).

The PAFD will create an opportunity for all peoples in Ethiopia to co-create a transitional political order that is based on the consent of all peoples, where the outmoded hegemonic culture of a single group dominating the rest is dismantled and a new just political order is established, where the respect of the right to self-determination is genuinely granted to all.

PAFD will conduct diplomatic, advocacy, information and other campaigns to change the current undemocratic political culture and oppressive system in Ethiopia.

PAFD will have a Governing Council (GC) composed of representatives of the political leadership of the founding organisations and members representing the civil societies of the respective communities.

The Governing Council will elect an Executive Committee (EC), a chairperson and two vice-chairpersons that rotate yearly among the organization members. The Executive Committee will be the standing committee and will have the bureaus of diplomacy, organization, finance, information and others.

PAFD call upon all peoples in Ethiopia to join the alliance and support it in order to end the suffering and dehumanization of all peoples in Ethiopia by the current government. PAFD call upon the regional and international communities, to play a positive role in diffusing this looming danger by supporting the peoples in Ethiopia rather than the illegitimate government before it is too late.

Finally, PAFD call upon the current government in Ethiopia to refrain from all acts of violence, respect human rights, obey the rule of law, and commit to peaceful and democratic resolution of political conflicts.
